80%? Is there any doubt?

I can understand that there is uncertainty about the amount, but uncertainty about snow itself is puzzling. As you can see, it is snowing. Granted, there isn’t a lot of snow (at least not at this point). However, moderate snow (not light snow) is falling, and has been for almost two hours.

So, that being the case, why does the National Weather Service say that the probability of snow is 80%. Snow is falling right now in the entire forecast area—not just in part of the forecast area. What does it take to get these guys to commit to a 100% chance of snow? At this point, it’s 100% duh. It’s a no-risk forecast.
